So conceptually, did the Israelites think that God was wet if He is inhabiting the space where the “Waters Above” are?
No; he lived above them, not in them.

Not sure where the confusion is:
A three-tiered system = 1) the Waters above 2) The land 3) The waters below
In a three tiered system, where does God reside? Is He in the Waters above? Is He in the land? Is He in the waters below?
If you are saying he lived above the upper waters (per your above comment) that seems to imply a four-tiered system 1)God’s domain 2) The waters above 3) The land 4 ) The waters below.
God is said to dwell above the firmament — beyond the world that he has made (because he’s a spirit, that = spirit realm). Ancient Jews and Christians tried to express this in language like “highest heaven”.

Biblical thought knows two realms / places of existence — the domain of God and the one seen/experienced by humans (which has three levels). Humans experience the waters above via things like rain in ancient cosmology (ah … there’s water up there).
We care because it’s illegitimate interpretation to impose your context on the writer’s context.
Would you want someone 2000 years from now to impose a completely foreign context on your comment? I would think (hope) that you’d want your words to be understood as you meant them to be understood. If not, I’d want to know why you don’t want your thoughts to be understood correctly.
